The 1994 Proof Silver Eagle is noted for having the lowest mintage of any regular issue proof coin for the Silver Eagle series. Out of the maximum authorized mintage of 500,000 coins, just 372,168 were sold. A lower mintage did occur for the 1995-W Proof Silver Eagle, but this was a special issue included as part of a costly Gold Eagle Set.
For a second year, the proof Silver Eagle was produced at the Philadelphia Mint and carried the "P" mint mark. During the course of the entire run of proof coins, three different facilities would be used.
Now in its ninth year of release, the Silver Eagle featured the same coin design with Adolph A. Weinman's portrayal of "Walking Liberty" on the obverse and John Mercanti's heraldic eagle on the reverse. The collector coins were struck multiple times with specially prepared dies to create the high quality proof finish. As with other modern proof coins, the raised design elements appear frosted while the fields appear mirrored to create a cameo effect.
Priced at $23.00 each, the 1994 Proof Silver Eagles were sold by the US Mint directly to the public. Packaging for the offering consisted of a plastic capsule containing the coin, placed within a velvet case and outer cardboard box. A certificate of authenticity containing specification and mintage information for the coin was also included.
Throughout most of 1994, the price of silver remained above the key $5.00 level. A sharp drop in early December brought the price as low as $4.64 per ounce, before a small recovery brought the price back to $4.85 to close out the year.
